FORMATION OF WORK TEAMS

The Dean of the Faculty of Intelligent Electrical and Informatics Technology (F-ELECTICS) formed the Integrity Zone Development Team through several stages. This process began with a socialization meeting led by the Vice Rector for Human Resources, Organization, and Information Systems Technology of ITS on November 17, 2023. The meeting was held at the Institute and Faculty levels, inviting Deans, Vice Deans, and Department Heads within the Faculty. Following this, on December 27, 2023, further socialization was carried out at the Faculty level, which also marked the announcement of the recruitment for the Integrity Zone Development Team.

On October 17, 2024, changes and additions were made to the members of the F-ELECTICS Integrity Zone Implementation Development Team, as outlined in the ITS Rector’s Decree Number 33/IT2/HK.00.01/X/2024. The details of the decree are as follows:

Acceleration of the development of the integrity zone has become an obligation to be implemented in all Faculties, for that the Faculty of Intelligent Electrical and Informatics Technology ITS is committed to realizing ELECTICS ITS as an integrity zone, by involving all elements in the ELECTICS ITS environment. As a Faculty with a Culture of Innovation, FTEIC continues to innovate services to suit the needs and expectations of users that continue to grow. The success of the development of the integrity zone must have a real impact and be felt by lecturers, education staff, students and the community, this is in accordance with the commitment of the leadership and all employees in the ELECTICS environment to provide excellent service, superior output, and become the best reputable Faculty.

The Faculty of Electrical and Intelligent Informatics Technology (ELECTICS) at the Institute of Technology Sepuluh Nopember (ITS) continues to demonstrate its commitment to supporting the development of the Integrity Zone (ZI) as part of national bureaucratic reform. In the process of achieving the title of Corruption-Free Zone (WBK), one of the key aspects that has been a primary focus is Change Management.

 

Why is Change Management Important?

Change Management is the foundational pillar in the development of the ZI. Its aim is to create a new work culture that is more adaptive, transparent, and professional, while also enhancing the awareness of all academic staff regarding the importance of integrity and excellent public service. At ELECTICS ITS, change management is not merely an administrative process but a collective movement to foster a genuine spirit of bureaucratic reform at the faculty level.

  1. Strong Commitment and Leadership
    The leadership of ELECTICS ITS, from the dean to the heads of units, demonstrates a strong commitment to ZI development. This is manifested through the signing of integrity pacts, declarations of integrity zones, and setting an example through daily actions.
  2. Formation of the Faculty Integrity Zone Team
    The ELECTICS Integrity Zone Team was formed by involving representatives from various departments and support units. This team is responsible for developing change action plans, socializing the Integrity Zone program, and ensuring its sustainability across all organizational levels.
  3. Internalization of Work Culture and Integrity Values
    ELECTICS promotes integrity values through various media and forums, including workshops, employee training, and anti-corruption value campaigns. This aims to change mindsets to be more open, service-oriented, and accountable.
  4. Appointment of Change Agents
    Change agents are selected from among faculty members, educational staff, and students. They serve as role models in implementing a clean work culture and professional service, and actively promote integrity values in the workplace.
  5. Implementation of Quick Wins Programs
    Several quick win initiatives have also been implemented, such as the digitization of faculty administrative services, an online reporting system, transparency of public information, and academic service innovations to improve user satisfaction.
  6. Regular Monitoring and Evaluation
    Monitoring is conducted regularly to assess the effectiveness of change management implementation. Evaluation results are used to improve and refine the strategic steps that have been taken.

    Digitalization of Business Processes and Services
    ELECTICS ITS is gradually transforming all business processes into digital systems, including:

    • Web-based academic and human resources administration systems
    • Electronic correspondence applications (e-office)
    • Digital correspondence and disposition systems through the ITS internal platform
  2. Strengthening Standard Operating Procedures (SOPs)
    The faculty regularly revises and updates all service SOPs, including those related to finance, academics, student affairs, and infrastructure. These SOPs are publicly available to ensure service transparency.
  3. Inter-Unit Service Integration
    FTEIC operations no longer run on a sectoral basis. Information systems and workflows between units are now interconnected to prevent process duplication and improve service speed, including through an internal information system integrated with ITS’s.
  4. Transparency and Performance Accountability
    Unit performance is evaluated through a digital data-based reporting system, including activity reports, budget implementation, and feedback from service users. This information is largely published online to ensure public information transparency.
  5. Human Resource Capacity Building
    To support modern administrative practices, ELECTICS conducts digital literacy and information system management training for faculty and educational staff.

Structuring of ELECTICS ITS State Civil Apparatus Human Resources in the Framework of Building an Integrity Zone towards WBK/WBBM

 

In an effort to support national bureaucratic reform and realize clean, accountable, and high-performing public services, the Faculty of Electrical Technology and Intelligent Informatics (ELECTICS) of the Sepuluh Nopember Institute of Technology (ITS) has committed to building an Integrity Zone (ZI) towards a Corruption-Free Zone (WBK) and a Clean and Serving Bureaucracy Zone (WBBM). One of the key components in the development of the ZI is the Structuring of State Civil Apparatus Human Resources (HR).

 

Objectives of HR Structuring

The structuring of HR aims to:

  • Develop professional, competent, and high-integrity state civil apparatus HR.
  • Guarantee a merit-based system in the management of the State Civil Apparatus (ASN).
  • Increase employee motivation, productivity, and loyalty.
  • Optimize employee performance in a fair and transparent manner.

  1. Employee Needs Planning ELECTICS ITS periodically formulates HR needs based on workload analysis and job mapping. The projected needs are adjusted according to the academic and service development of the faculty.
  2. Transparent and Accountable Recruitment The employee selection process is conducted openly, considering aspects of competence, integrity, and organizational needs. The recruitment of lecturers and educational staff (tendik) is carried out through a merit-based system.

Transparent Performance Reporting The faculty’s performance, including academic achievements, financial management, and the implementation of the tridharma (three pillars of higher education) programs, is reported periodically and openly through the ITS reporting system and internal communication channels.
