The Government of the Republic of Colombia offers a full postgraduate (specialization, master, and post-doctoral) program scholarship through Colombian Institute for Student Loans and Study Abroad (ICETEX) for fall 2017. This program offers financial grants to foreign citizens with in return for international cooperation received by Colombia under existing cooperation agreements.
