Surabaya, ITS News — Supporting the national vision of Indonesia Emas 2045, Institut Teknologi Sepuluh Nopember (ITS) has officially launched a new impact-driven metric titled Commitment to Impactful Transformation in Society (COMMITS). The launch took place during the 2025 Indonesian Higher Education Summit (Konferensi Puncak Pendidikan Tinggi Indonesia – KPPTI) at Granesa Grand Ballroom, Surabaya, on Wednesday (19/11).
The COMMITS framework was inaugurated by the Minister of Higher Education, Science, and Technology (Mendiktisaintek) of the Republic of Indonesia, Prof Brian Yuliarto PhD, accompanied by the Director General of Higher Education, Science, and Technology Prof Dr Khairul Munadi, ITS Rector Prof Dr (HC) Ir Bambang Pramujati ST MSc Eng PhD, and Chair of the ITS Board of Trustees (MWA) Prof Dr Ir Mohammad Nuh DEA.
In his remarks, Prof Nuh emphasized that while many universities have excelled in innovation, their societal impact remains limited. He asserted that universities must serve as guiding lights, helping communities navigate the uncertainties of the future. “Universities should be centers of public benefit,” he affirmed.

COMMITS was developed as a strategic compass to remind higher education institutions of their role within society. It serves as an evaluation framework designed to measure the tangible impact of universities on communities. “Higher education should not only generate profit, but also deliver meaningful benefit,” added Prof Nuh, who previously served as Indonesia’s Minister of Education from 2009 to 2014.
The COMMITS framework outlines five key impact clusters as new indicators of university contribution: Strengthening community economic and social resilience, Expanding access to education and services, Applying innovation to solve real-world problems, Contributing to environmental sustainability, and Engaging in national disaster response. Prof Nuh further explained that COMMITS is an effort to restore the core essence of the Tri Dharma of Higher Education—ensuring that education, research, and community service operate in synergy rather than in isolation. “Universities are agents of social transformation,” he stated.
Minister Prof Brian Yuliarto also expressed appreciation for the launch of COMMITS at KPPTI 2025, hoping it will serve as a foundation for the long-term sustainability of higher education in Indonesia. “May COMMITS transform campuses into centers of public benefit,” he said with optimism.
Prof Nuh extended his gratitude to those who contributed to the development of COMMITS, including Prof Dr Ir Tri Yogi Yuwono DEA IPU AENG, Dr Dra Agnes Tuti Rumiati MSc, Dr Ir Lily Pudjiastuti MSc, Prof Ir Maria Anityasarari ST ME PhD IPU ASEAN Eng, Prof Lalu Muhammad Jaelani ST MSc PhD, and Yudha Andrian Saputra ST MBA.
Meanwhile, ITS Rector Prof Bambang Pramujati reaffirmed the university’s commitment to the COMMITS initiative, “ITS is committed to being a university that not only produces graduates, but also delivers significant impact to Indonesian society.”
The launch of COMMITS also aligns with the achievement of the Sustainable Development Goals (SDGs), particularly Goal 4 on Quality Education and Goal 17 on Partnerships for the Goals. “We hope COMMITS will be effectively implemented to support the Indonesia Emas 2045 vision,” he concluded.
