Building a Harmonised Halal Quality Infrastructure for OIC Member Countries

[Ankara, 14 April 2026] — The Statistical, Economic and Social Research and Training Centre for Islamic Countries (SESRIC), in collaboration with the Standards and Metrology Institute for Islamic Countries (SMIIC), organised a Training Course on “Halal Certification Frameworks and Regulatory Compliance” on 14 April 2026, within the framework of SESRIC’s Halal Capacity Building Programme (HALAL-CaB), for the benefit of the relevant institutions of OIC Member Countries.

The training course was designed to strengthen the institutional and technical capacities of stakeholders from OIC Member Countries in the areas of halal certification, conformity assessment, accreditation, and regulatory compliance. It also provided a platform for the exchange of knowledge and good practices concerning the development of a harmonised and credible halal quality infrastructure across OIC Member Countries.

The programme covered three substantive sessions delivered by experts in the field. Session 1, entitled “Introduction to SMIIC Committee on Conformity Assessment and Related Standards,” was delivered by Mr. Çağrı CANKURTARAN, Specialist, The Standards and Metrology Institute for the Islamic Countries (SMIIC). The session introduced participants to the role of SMIIC, its Committee on Conformity Assessment, and the key concepts of standards, standardisation, conformity assessment, and quality infrastructure relevant to halal certification frameworks.

Session 2, entitled “Overview on OIC Global Halal Quality Infrastructure (OHAQ),” was delivered by Mr. Mete Çevik, Head of International Relations Department, HAK, and introduced the OIC Global Halal Quality Infrastructure framework, highlighting its objectives, structural components, and the efforts to advance mutual recognition in halal accreditation among OIC Member States, including developments related to the Islamic Forum for Halal Accreditation Bodies (IFHAB).

Session 3, entitled “Good Practice Example at National Level Implementation on Halal Accreditation,” was delivered by Mr. Erdem Başdemirci, Head of Department, and presented the national experience of Türkiye through the Halal Accreditation Agency (HAK), highlighting the role of accredited halal certification in promoting credibility, consumer confidence, and market access.

Through this training course, SESRIC and SMIIC reaffirmed their shared commitment to supporting OIC Member Countries in enhancing their halal certification ecosystems, improving regulatory compliance, and promoting the adoption of internationally recognised principles and OIC/SMIIC standards in halal-related conformity assessment and accreditation activities.

The activity forms part of SESRIC’s continued efforts under the HALAL-CaB Programme to facilitate capacity development, institutional cooperation, and technical exchange among OIC Member Countries in the halal domain
