Halal Aspects in Drinking Water Services
[Surabaya, February 5, 2026] – The Indonesian Drinking Water Companies Association (PERPAMSI) held a discussion and presentation on strengthening governance and public services, highlighting the halal perspective and Sharia compliance in the drinking water sector. The event took place on February 5, 2026, starting at 1:00 PM and was attended by management and stakeholders of Regional Public Drinking Water Companies (Perumda).
The event was opened by the MC, followed by remarks from the PERPAMSI Chairman, who emphasized the importance of innovation, regulatory compliance, and increasing public trust in drinking water management as a basic public service.
The introductory session was delivered by Ir. Arief Wisnu Cahyono, S.T., M.IST., who also served as moderator. In his introduction, he emphasized that halal issues are relevant not only to food products but also to the public service chain, including drinking water, which directly impacts the community’s daily needs.
The main topic was presented by Prof. The keynote address was delivered by Dr. Setiyo Gunawan, S.T., Ph.D., IPM, Head of the Halal Study Center at the Institut Teknologi Sepuluh Nopember (ITS). In his presentation, Prof. Setiyo emphasized that the principles of halal and thayyib encompass aspects of materials, processes, systems, and governance, thus serving as an ethical and technical framework for improving the quality of safe, hygienic, and reliable drinking water services.
“Halal assurance is not merely a religious issue, but also an instrument for building public trust, professional service, and governance with integrity,” stated Prof. Setiyo in his presentation.
Next, the second session was delivered by Dr. Hamzah Ahmad, S.E., M.SA., Ak., CA, President Director of the Makassar City Drinking Water Company (Perumda Air Minum). He shared his practical experience in managing a regional drinking water company, including challenges and opportunities in improving service quality, standards compliance, and management innovation at the regional level.
The event continued with an interactive discussion and Q&A session, demonstrating the high enthusiasm of the participants in exploring the application of halal principles, service quality, and strengthening the governance of drinking water companies in various regions.
Through this activity, PERPAMSI hopes to encourage the strengthening of human resource capacity, raise awareness of the importance of halal and thayyib principles in public services, and strengthen synergy between academics, practitioners, and managers of regionally-owned drinking water companies (BUMDs) in order to provide the best service to the public.
