General Procurement Plan (RUP)
The General Procurement Plan (RUP) is a document containing activities and procurement budgets for goods/services sourced from APBN/APBD. This plan includes budgets originating from Ministries, Institutions, or Regional Apparatuses (K/L/PD) and/or joint financing (co-financing) results between K/L/PD.
RUP plays an important role in determining the execution timing of goods/services procurement auctions. As a form of transparency, the government is required to announce the RUP openly to the public.
Based on Presidential Regulation of the Republic of Indonesia Number 16 of 2018, which replaced Presidential Regulation Number 54 of 2010 and its amendments, RUP is defined in Article 1 Paragraph 19 as a list of goods/services procurement plans to be carried out by K/L/PD.
Article 22 Paragraph (1) states that “The announcement of Ministry/Institution RUP is carried out after the allocation of the expenditure budget is set.” Furthermore, Paragraph (3) explains that the announcement is made through the Sistem Informasi Rencana Umum Pengadaan (SIRUP) application. Based on these regulations, the government is required to upload the list of goods/services procurement plans to the SIRUP application after the Budget Execution Control Document (DIPA) is established.
Institut Teknologi Sepuluh Nopember (ITS) uses the Sistem Informasi Rencana Umum Pengadaan (SIRUP) provided by LKPP as a platform to announce the RUP to enhance transparency.
