Promotion is a reward given for work performance and Civil Servants’ service to the state.<\/span><\/p>\n

In the world of civil servants, there are specific functional positions (JFT) and general functional positions (JFU).<\/span><\/p>\n

There are differences between specific functional positions and general functional positions in terms of both the work system and performance appraisal.<\/span><\/p>\n

Specific functional positions<\/b> are functional positions whose appointment and promotion are subject to credit requirements. <\/span>Specific functional positions<\/b> have the opportunity to be promoted in less than four years if the credit requirements are met. In addition, civil servants with <\/span>specific functional positions<\/b> can have a higher rank than their superiors, and their type of work can originate from within or outside their work unit.<\/span><\/p>\n

In Article 18 of Law No. 5 of 2014 concerning ASN, <\/span>certain functional positions<\/b> are divided into two categories, namely <\/span>functional positions of expertise<\/b> and <\/span>functional positions of skill<\/b>.<\/span><\/p>\n

Functional positions consist<\/b> of the following functional levels:<\/span><\/p>\n

    \n
  1. First expert<\/span><\/li>\n
  2. Junior expert<\/span><\/li>\n
  3. Intermediate expert<\/span><\/li>\n
  4. Senior expert.<\/span><\/li>\n<\/ol>\n

    Meanwhile, <\/span>functional skill positions consist<\/b> of the following positions:<\/span><\/p>\n

      \n
    1. Pemula<\/span><\/li>\n
    2. Terampil<\/span><\/li>\n
    3. Mahir<\/span><\/li>\n
    4. Penyelia<\/span><\/li>\n<\/ol>\n

      Unlike certain functional positions,<\/span> general functional positions<\/b> are positions that are assessed using DP3 or Employee Performance Targets.<\/span><\/p>\n

      General functional positions can be promoted every 4 years<\/b> if they meet the requirements. For <\/span>general functional positions<\/b>, the rank cannot exceed that of their superiors and they work based on the main duties and functions in their respective work units.<\/span><\/p>\n

      Promotion Period (As of October 2025)<\/b><\/p>\n

        \n
      • BKN Regulation Number 4 of 2025 stipulates that the promotion period for civil servants will be every month.<\/span><\/li>\n
      • This promotion period is effective on the 1st of every month, from January to December.<\/span><\/li>\n
      • This change aims to provide faster and more regular rewards for civil servants’ work performance.<\/span><\/li>\n<\/ul>\n
