The Center for Local Potential Studies and Community Empowerment (PDPM) is one of the study centers under the Institute of Research and Community Service (LPPM) of Institut Teknologi Sepuluh Nopember (ITS) which has special competence in the field of community empowerment based on potential development. PDPM established since year 2000, started from cooperation between ITS and East Java government about the need of potential identification study and East Java’s small islands problems.
Supported by qualified experts, as well as a reliable support team (assistant), PDPM provides research, training and mentoring services in various aspects of development. Over the past ten years, PDPM has developed extensive network and cooperation both nationally and internationally through government and private agencies. In line with the vision and mission of ITS that make a real contribution in the development of knowledge and development, PDPM continues to develop itself to be able to produce quality products and services according to the needs of the community.
As a study center under LPPM Institut Teknologi Sepuluh Nopember (ITS), PDPM Study Center has many experts from various fields of ITS. They have access to all the existing laboratories in ITS. Among the facilities used to support the activities of the PDPM Study Center are:

1. Research and Community Service
The PDPM Study Center conducts Campus Social Responsibility (CSR) activities in ring 1 area of Institut Teknologi Sepuluh Nopember (ITS) (ie Keputih, Gebang Putih, and Keputih Tambak), and Campus Goes to Kampung in Dolly ex-localization. Topics of PDPM research and community service are:

2. Service
Beside to carry out basic tasks, the PDPM Study Center also conducts activities involving third parties (industry, the private sector, local government, and international parties). PDPM undertakes the collection, processing, analysis, presentation of systematic and objective data to solve problems, particularly in the field of community empowerment.
3. Training
Training is intended to help the community to be independent, in the field of environment, skill, and improvement of the economy and human resources. Besides to give training for targeted research communities, training is also conducted for teams that will carry out activities at the PDPM Study Center, such as surveyors, supervisors, scientific writing, training of trainer (ToT), and training of facilitators.
4. Mentoring
The PDPM Study Center conducts assistance to the community based on the study and research output. This mentoring activity is in accordance with the results of PDPM Study Center research.
