Mojokerto-ITS. Senin, 8 Mei 2023, PDPM ITS melaksanakan presentasi laporan akhir Evaluasi Indikator Kinerja Utama Pemerintah Daerah Kota Mojokerto Tahun 2022. Presentasi dilakukan di Ruang Kepala Dinas Komunikasi dan Informatika Kota Mojokerto. PDPM ITS diwakilkan oleh Dr. Sutikno, M.Si sebagai kepala PDPM ITS. Maksud dan tujuan dari kegiatan ini adalah melakukan kajian pencapaian kinerja suatu kegiatan, program atau sasaran dan tujuan dalam RPJMD Kota Mojokerto tahun 2022 yang berbentuk keluaran (output<\/em>), hasil (outcome<\/em>), dampak (impact<\/em>).<\/p>\n

Dr. Sutikno, M.Si mengatakan bahwa hasil dari kajian indikator tujuan menunjukkan beberapa indikator seperti Indeks Pembangunan Manusia (IPM), Indeks Ketentraman dan Ketertiban, Laju Pertumbuhan Ekonomi, Indeks Infrastruktur, Indeks Kesalehan Sosial, Indeks Pembangunan Gender, Kapasitas Fiskal Daerah menunjukkan kinerja yang melampaui. Sementara indikator tujuan lainnya seperti indeks gini dan indeks reformasi birokrasi menujukkan kinerja belum tercapai.<\/p>\n

PDPM ITS juga membuat prediksi capaian indikator kinerja utama 2023 dengan menggunakan 3 jenis skenario perencanaan berdasarkan selisih (peningkatan maupun penurunan) kinerja IKUPD selama tahun 2018-2022. Hasil prediksi capaian indikator kinerja utama tahun 2023 menunjukkan bahwa indeks reformasi birokrasi dan indeks gini perlu perhatian khusus karena terprediksi belum tercapai di tahun 2023.<\/p>\n

Berdasarkan indikator kinerja sasaran menunjukkan bahwa 23 indikator dari 28 Indikator dengan capaian baik tahun 2022, sedangkan ada 5 Indikator Kinerja Sasaran (IKS) yang belum mencapai target yang tentunya perlu tindakan lebih untuk mencapai target, yakni Nilai SAKIP (89,61%), Indeks SPBE (97,08%), Laju Inflasi (36,46%), Angka Kemiskinan (97,49%), dan Indeks Pemberdayaan Gender (77,25%). Jika dibandingkan dengan capaian IKS tahun 2021, terdapat peningkatan dari 20 menjadi 23\u00a0 Indikator Kinerja Sasaran (IKS) yang memenuhi target.<\/p>\n

Rekomendasi yang diberikan oleh PDPM ITS adalah Perlu adanya Program khusus (specific program) dalam mencapai target 2 Indikator Kinerja Utama (IKU) yang diperkirakan hingga tahun 2023 belum tercapai, yaitu indeks kinerja birokrasi dan indeks gini. Demikian pula dengan 3 Indikator Kinerja Sasaran (IKS), yaitu Nilai SAKIP, laju inflasi, dan Indeks Pemberdayaan Gender (IDG). Beberapa upaya untuk peningkatan indeks kinerja birokrasi adalah pelaksanaan pengelolaan pemerintahan berbasis elektronik perlu dioptimalkan. Selain itu, untuk mendukung tercapainya Indeks Gini perlu dilaksanakan peningkatan SDM (seperti: pelatihan kerja) untuk meningkatkan kesempatan kerja masyarakat dan menurunkan angka kemiskinan di Kota Mojokerto.
