Meski demikian, dalam praktiknya sendiri, banyak hal yang perlu diperhatikan dengan baik. Menggarisbawahi hal ini, <\/span><span style=\"font-weight: 400\">Ombudsman Republik Indonesia (RI)\u00a0 Provinsi Jawa Timur (Jatim) menjabarkan <\/span><span style=\"font-weight: 400\">peran dan posisi masyarakat dalam penyediaan layanan publik di Indonesia.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400\">Disampaikan oleh Achmad Azmi Musyaddad SIp MIp sebagai perwakilan Ombudsman RI Provinsi Jatim, posisi ketersediaan pelayanan publik bagi masyarakat adalah sebagai hak yang harus dipenuhi. Oleh karenanya, masyarakat sebagai subyek yang berdaya memiliki kewenangan untuk menyampaikan aspirasinya. \u201cPeran pelayanan publik bukan untuk mengarahkan masyarakat,\u201d sambungnya.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Bahkan dalam konsep teoritis pelayanan publik, dikenal istilah <\/span><i><span style=\"font-weight: 400\">citizen charter<\/span><\/i><span style=\"font-weight: 400\">, yakni suatu pendekatan yang menempatkan pengguna layanan sebagai pusat pelayanan. Hal ini kemudian melatarbelakangi adanya fasilitas Forum Konsultasi Publik (FKP). Agar tetap sesuai dengan konsep <\/span><i><span style=\"font-weight: 400\">citizen charter<\/span><\/i><span style=\"font-weight: 400\">, Standar Pelayanan (SP) dan Standar Operasional Prosedur (SOP) wajib disediakan di dalamnya guna memperbaiki pelayanan terutama yang bersifat substansial.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Terkait kanal pengaduan sebagai salah satu prosedur yang patut diperhatikan, Sarjana Fakultas Ilmu Sosial dan Ilmu Politik Universitas Airlangga ini menjelaskan, harus menyertakan keterangan yang lengkap mulai dari sarana pengaduan yang digunakan, alamat yang dapat dikunjungi, serta informasi mengenai alur penyampaian pengaduan yang mudah dijangkau.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Lebih lanjut, durasi dan kewajiban petugas dalam merespon aduan pun, menurut Azmi, juga harus disepakati sedini mungkin dan diresmikan secara formal agar dapat dicantumkan dalam surat keputusan pengangkatan petugas. \u201cDengan surat itu, tanggung jawab petugas pengaduan akan selalu melekat, sehingga pelayanan pengaduan yang prima dapat diterima oleh masyarakat\u201d ujarnya.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Setelah semua prosedur berjalan, Azmi menganjurkan untuk disediakan fasilitas tertentu guna meningkatkan kepuasan masyarakat.
