Hal itu mendorong Wahyuda, mahasiswa doktoral Departemen Teknik Industri Institut Teknologi Sepuluh Nopember (ITS) memunculkan solusi mengenai permodelan baru pembebanan pembangkit listrik yang dipaparkannya dalam Sidang Terbuka Promosi Doktor, Senin (8\/4).<\/p><\/blockquote>\n<p>Berlangsung di Auditorium Sinar Mas ITS, Wahyudi menjelaskan mengenai disertasinya yang berjudul <em>Model Alokasi Pembebanan Pembangkit Listrik menggunakan Transportation Economic Dispatch<\/em> (TED). Disebutkan dalam disertasinya, terdapat dua model yang diajukan dalam penelitian ini, yaitu model TED dan <em>Deregulated Transportation Economic Dispatch<\/em> (DTED). Kedua model tersebut bisa melakukan optimasi gabungan antara sisi produksi dan transmisi (distribusi listrik).<\/p>\n<p>Dalam disertasi yang dibimbing oleh Prof Ir Budi Santosa MS PhD, Wahyuda menyebutkan model TED merupakan gabungan antara model transportasi dan model <em>economic dispatch<\/em>. Model transportasi memiliki keunggulan berupa kemampuan untuk melakukan alokasi distribusi pengiriman barang dari banyak sumber ke banyak tujuan. \u201cSementara model <em>economic dispatch<\/em> memiliki keunggulan untuk alokasi pembebanan pembangkit listrik yang terinterkoneksi,\u201d jelasnya saat presentasi.<\/p>\n<p>Kemudian, lanjut Wahyuda, gabungan itu menghasilkan model TED yang memiliki optimasi gabungan pada sisi produksi dan sisi transmisi. Optimalisasi sisi produksi dilakukan dengan model TED, sedangkan optimalisasi sisi transmisi menggunakan model transportasi. Selanjutnya, luaran model ini adalah alokasi pembebanan pembangkit dilengkapi dengan penentuan jalur transmisi yang optimal. \u201cTotal biaya bahan bakar yang minimal menjadi parameternya,\u201d imbuhnya.<\/p>\n<p>Sementara pada model DTED, menurut Wahyuda, merupakan pengembangan model TED untuk deregulasi pasar listrik. Pada model yang kedua ini, terbagi lagi menjadi dua usulan model dari pria kelahiran Medan tersebut. Pertama, merupakan DTED bilateral, dan kemudian DTED <em>pool<\/em>. Dalam dua model tersebut memiliki keunggulan alokasi pembebanan yang bisa mendatangkan tingkat profit yang maksimal, akan tetapi belum mempertimbangkan biaya sewa transmisi.<\/p>\n<p>Hasilnya, penelitian ini menyebutkan bahwa model TED memiliki fungsi dan tujuan untuk meminimalkan biaya bahan bakar. Kemudian pada aspek ekonomi, berdasarkan pada struktur permintaan dan biaya pembangkit saat ini, menghasilkan sistem DTED <em>pool<\/em> yang lebih menguntungkan dibandingkan dengan DTED bilateral. Namun sebaliknya, pada aspek lingkungan justru pada sistem DTED bilateral lebih baik dibandingkan DTED <em>pool.<\/em> \u201cHal ini karena sistem DTED bilateral mampu menekan tingkat emisi yang terjadi,\u201d ungkap pria yang juga dosen Universitas Mulawarman tersebut.<\/p>\n<p>Sebelum menutup paparannya, Wahyuda juga menyampaikan bahwa penelitian ini tidak akan selesai sampai titik ini saja. Banyak sekali hal-hal yang masih bisa dikembangkan lagi dari permodelan ini.
