Kampus ITS, ITS News \u2013<\/strong> Perencanaan wilayah di Indonesia harus mengacu pada kebijakan formal yang telah ditetapkan. Namun, pada kasus tertentu peraturan tersebut justru menyebabkan permasalahan pada kondisi di lapangan. Untuk itu Departemen Perencanaan Wilayah dan Kota (PWK) Institut Teknologi Sepuluh Nopember (ITS) mengangkat solusi untuk permasalahan ini dalam kuliah tamu dengan tema ‘Interface Between Formal and Informal Planning Systems\u2019 pada Selasa (6\/11).<\/p><\/blockquote>\n

Fauzul Rizal Sutikno, ST MT PhD menjelaskan, dalam pengambilan keputusan perencanaan, diperlukan peraturan tidak tertulis atau biasa disebut sistem informal untuk mendukung kebijakan formal yang sudah ada. Sistem informal sendiri dapat terjadi karena tidak adanya spesifikasi teknis dari kebijakan formal saat diimplementasikan di lapangan. \u201cPerencanaan adalah interaksi sistem formal maupun informal,\u201d ujar pria yang akrab disapa Fauzul ini.<\/p>\n

Salah satu penyebab diperlukannya kebijakan informal adalah karena keputusan yang berbeda-beda antar penguasa pada suatu wilayah sehingga mempersulit perencana dalam mengambil keputusan. Hal ini terjadi lantaran adanya pengaruh interaksi masyarakat, birokrasi, dan political urban dalam menyusun kebijakan formal.<\/p>\n

Untuk itu, guna menjembatani keputusan antar penguasa dengan kondisi lapangan yang memiliki dampak pada masyarakat dapat melakukan negosiasi dengan sistem informal. Negosiasi yang tetap mempertimbangkan sistem formal bertujuan untuk menghasilkan kebijakan yang searah baik dengan kebijakan formal ataupun keputusan penguasa. \u201cDi Indonesia sendiri, sistem informalnya lebih besar daripada sistem formalnya,\u201d celetuknya.<\/p>\n

Fauzul berharap, calon-calon perencana wilayah dapat membuka pandangan baru dalam melakukan perencanaan. Perencanaan tidak hanya terpaku pada peraturan formal dalam mengambil kebijakan, tapi juga mempertimbangkan peraturan informal guna menjaga keseimbangan wilayah. \u201cPerencana-perencana muda diharapkan dapat memulai langkah lebih awal untuk menghadapi sistem informal pada perencanaan,\u201d tutupnya.
