Secara struktural, unit ini di bawah Sekretaris Institut ITS. Berdasarkan Peraturan Rektor Nomor 10 tahun 2016 tentang Organisasi dan Tata Kerja Institut Teknologi Sepuluh Nopember, tanggal 3 Oktober 2016, ULH dibentuk dan diorganisasi dengan struktur Kepala ULH: Dr. Tony Hanoraga, S.H., M.H. Wakil Kepala ULH: Lutfi Kuncoro Wibowo, S.H., dibantu Staf ULH: Agung Budiono, S.H., Andhika Indra Perdana, S.H., Candra Setiawan, S.H. dan Asmad.<\/p>\n<p>Menurut Dr. Tony Hanoraga, S.H., M.H. selaku Kepala ULH ITS, dalam Pasal 89 Peraturan Rektor Nomor 10 tahun 2016 tentang Organisasi dan Tata Kerja Institut Teknologi Sepuluh Nopember, ULH mempunyai beberapa tugas dan fungsi, yaitu: Pertama mempunyai tugas memberikan layanan hukum terkait dengan produk hukum di lingkungan ITS; kedua, mengkaji peraturan perundang-undangan yang berlaku serta memberikan advokasi dan bantuan hukum kepada ITS.<\/p>\n<p>\u201cDalam melaksanakan tugas sebagaimana dimaksud pada ayat (1), Unit Layanan Hukum menyelenggarakan fungsi: Pemberian layanan hukum kepada ITS berupa penyiapan dan pembuatan produk hukum internal ITS; Pengkajian peraturan perundang-undangan dan berbagai produk hukum baik internal maupun eksternal; Pemberian saran dan\/atau pendapat hukum kepada pimpinan ITS\u201d, jelas Tony.<\/p>\n<p>\u201cSelain itu, juga bertugas dalam pemberian advokasi dan bantuan hukum kepada ITS; dan pelaksanaan penanganan dan penyelesaian berbagai permasalahan hukum yang terjadi di lingkungan ITS\u201d, imbuhnya.<\/p>\n<p>Dalam konteks ini, Tony mengaku bahwa pekerjaan di ULH ini termasuk amanah dan tugas yang perlu dilaksanakan sebaik-baiknya. \u201cKarena, ULH ITS tidak saja memberikan bantuan hukum kepada Rektor, namun juga kepada Senat Akademik (SA) dan Majelis Wali Amanat (MWA)\u201d, ungkapnya.<\/p>\n<p>\u201cBeberapa produk peraturan senat Akademik dan Majelis wali Amanat merupakan hasil dari diskusi antara tim ULH dengan SA atau MWA\u201d, imbuhnya.<\/p>\n<p>Tony juga menjelaskan bahwa sejak berdiri hingga saat ini, beberapa hal yang pernah dikerjakan oleh ULH ITS, antara lain: menyiapkan beberapa rancangan peraturan Rektor tentang Organisasi dan Tata Kerja Institut Teknologi Sepuluh Nopember (Peraturan Rektor ITS Nomor 10 tahun 2016); Kepegawaian di lingkungan Institut Teknologi Sepuluh Nopember (Peraturan Rektor ITS Nomor 2 Tahun 2017); Pedoman Pelaksanaan Kerjasama (Peraturan Rektor ITS Nomor 10 Tahun 2017); Unit Usaha Kerjasama (Peraturan Rektor Nomor ITS 11 Tahun 2017).<\/p>\n<p>\u201cSelain ikut merancang peraturan Rektor, tim ULH ITS juga ikut serta membuat sejumlah rancangan peraturan Majelis Wali Amanat ITS. Diantaranya yakni Peraturan MWA ITS Nomor 7 Tahun 2016 tentang Kebijakan Umum dan Peraturan MWA ITS Nomor 9 Tahun 2016 tentang Tatacara Investasi, Kegiatan Usaha dan Pengawasannya\u201d, jelas Tony.<\/p>\n<p>Tony juga menyatakan bahwa ULH ITS juga memiliki tugas melakukan advokasi hukum, antara lain: terkait dengan tindakan pencemaran nama baik; pendampingan kepada beberapa Civitas Akademik dan tenaga kependidikan dalam menghadapi kasus hukum, seperti mahasiswa yang diduga terlibat kasus pidana, dosen yang dipanggil sebagai saksi dalam kasus pidana pihak diluar ITS.<\/p>\n<p>\u201cItulah beberapa tugas dan amanah yang telah kami laksanakan bersama tim ULH selama ini\u201d, jelasnya.
