{"id":19952,"date":"2014-12-18T22:02:35","date_gmt":"2014-12-18T22:02:35","guid":{"rendered":"https:\/\/www.its.ac.id\/news\/2014\/12\/18\/perlu-perubahan-dalam-pelayanan-publik\/"},"modified":"2014-12-18T22:02:35","modified_gmt":"2014-12-18T22:02:35","slug":"perlu-perubahan-dalam-pelayanan-publik","status":"publish","type":"post","link":"https:\/\/www.its.ac.id\/news\/perlu-perubahan-dalam-pelayanan-publik\/","title":{"rendered":"Perlu Perubahan Dalam Pelayanan Publik"},"content":{"rendered":"<p>Turun sebagai pemateri, Drs Mukayat&nbsp; menerangkan bahwa kondisi birokrasi Indonesia masih terlihat buruk.&nbsp; &quot;Saat ini birokrasi di Indonesia tergolong gemuk, lamban, dan belum profesional,&quot; ujarnya.&nbsp; Kondisi tersebut akhirnya membuat Indonesia belum mampu memberikan pelayanan prima kepada masyarakat dan juga investor.<\/p>\n<p>Untuk menyelesaikan hal itu, maka perlu dilakukan perubahan program percepatan reformasi birokrasi yang berbasis <em>old fashion<\/em> menjadi <em>new fashion<\/em>. Selama ini, <em>old fashion<\/em> lebih cenderung pada membangun struktur, menghasilkan regulasi, dan membuat prosedur.&nbsp; Sedangkan <em>new fashion<\/em> lebih berpacu pada kemampuan membangun koneksi, menciptakan nilai budaya, dan membuat inovasi.<\/p>\n<p>Selain itu, Kepala Biro Umum ITS tersebut&nbsp; juga mengharapkan adanya perubahan budaya pelayanan&nbsp; publik. Seperti yang biasa dilayani menjadi melayani. Dari orientasi proses menjadi orientasi outcome. Dari yang tidak kompeten menjadi kompeten, dan dari yang rumit diubah menjadi yang lebih sederhana.<\/p>\n<p>Mukayat menambahkan, beberapa permasalahan umum dalam birokrasi yang sering kali terlihat adalah adanya perundang-undangan yang tumpang tindih. Selain itu juga pelayanan publik yang buruk, pola pikir berdasarkan aturan semata, serta budaya kerja yang belum terbangun dengan baik.<\/p>\n<p>Untuk itu, perlu dilaksanakan program percepatan&nbsp; reformasi birokrasi. Mulai dari penataan struktur birokrasi, pemetaan jumlah dan struktur distribusi, pengembangan sistem elektronik pemerintah (<em>e-goverment<\/em>), dan peningkatan pelayanan publik. Selanjutnya harus ada pula peningkatan transparansi dan akuntabilitas aparatur, peningkatan kesejahteraan pegawai negeri, serta efisiensi penggunaan fasilitas sarana dan prasarana kerja.<\/p>\n<p>Lain halnya dengan yang disampaikan oleh Drs Siswo Djoko Diantoro, Kepala Bagian Hukum, Organisasi, dan Tata Laksana ITS. Kali ini, ia justru menyoroti terkait pembuatan SOP dalam pelayanan publik. Menurutnya, harus ada keterlibatan masyarakat dalam hal pembuatan SOP tersebut. &quot;Partisipasi masyarakat dan stake holder diperlukan untuk menyusun SOP yang baik,&quot; jelasnya. <\/p>\n<p>Siswo menjelaskan, SOP yang baik adalah SOP yang disahkan oleh kepala struktural tertinggi. Meskipun yang membuat adalah unit, bagian, maupun sub bagian yang ada di ITS. &quot;Lebih kuat jika SK rektor yang mengesahkan,&quot; ungkapnya.
