Hal itu  berdampak pada membengkaknya utang Indonesia kepada luar negeri.<\/p>\n<p>Ditambah kondisi politik yang memanas membuat nilai rupiah makin  terpuruk. Sehingga pemerintah terpaksa melakukan revisi APBN 2001 untuk mengurangi  defsisit anggaran dengan konsekuensi yang diambil oleh pemerintah; menetapkan kenaikan harga BBM (Bahan Bakar Minyak) sebesar 30 persen, kenaikan PPN sebesar 2,5 persen, dan kenaikan tarif dasar listrik (TDL) sebesar  20 persen.<\/p>\n<p>Menyikapi hal itu, 21 Mei 2001 Fakultas Teknologi Industri &#8211; ITS bekerjasama dengan Energy Studies and Assessment Center (ESAC) mengadakan seminar nasional dengan topik Tarif Dasar Listrik 2001 yang Ekonomis , adil dan wajar. Pembicara seminar yang bertempat di Shangri La ini adalah ; Ir. Budi Hardjanto (Dirut PLN), Dr. Ir. Luluk Sumiarso,MSc (Dirjen listrik dan Pemanfaatan Energi), Dr. Ir. Irwan Prayitno (ketua Komisi VI DPR RI), Kresnayana Yahya, MSc Pakar (Statistik-ITS), Asmoro (Yayasan Konsumen Surabaya), Sudarmaji (Ketua Asosiasi Pertekstilan Indonesia), dan Ir. Syariffudin Mahmudsyah, M.Eng (dosen Teknik Elektro ITS).<\/p>\n<p>Seminar yang dihadiri  kurang lebih 240 undangan  dari kalangan akademisi, industri, dan Lembaga Swadaya Masyarakat (LSM). Diharapkan dapat  memberikan masukan baik  bagi pemerintah maupun masyarakat mengenai TDL 200 . &quot;Seminar ini merupakan forum komunikasi  antara pemerintah dan masyarakat,&quot; ujar ketua panitia Setiawan, dosen Teknik Mesin ITS. Disamping itu, moment ini  juga sebagai media sosialisasi.<\/p>\n<p>Ir. Syariffudin Mahmudsyah,M.Eng. banyak memberikan analisa baik dari dampak sosial ekonomi berupa inflasi secara nasional sampai penggolongan kosumen pelanggan PLN yang terbagi menjadi 17 golongan dengan tarif yang berbeda-beda. Upaya ini ditempuh sesuai dengan tujuan kelistrikan nasional, yaitu untuk mnyediakan tenaga listrik dalam jumlah yang cukup, mutu dan keandalan yang tinggi serta harga yang terjangkau oleh masyarakat. Namun menurut Ketua ESAC ini pengurangan subsidi ini belum mencerminkan harga listrik yang adil, wajar, dan ekonomis.<\/p>\n<p>Session berikutnya dilanjutkan presentasi dari API (Asosiasi Pertekstilan Indonesia), Encity, dan YKS (Yayasan Konsumen Surabaya).
