Terbukti ketika BEM ITS melakukan aksi, massa yang turut bergabung di dalamnya tak terlalu banyak. School of ITS Leader (SOIL) merupakan salah satu upaya Departemen Kebijakan Publik BEM ITS dalam mencari bibit unggul di Keluarga Mahasiswa (KM} ITS untuk menciptakan pergerakan mahasiswa (16-18/4).
