Saat itu, marak beredar kabar negatif tentang STPDN (Sekolah Tinggi Pemerintahan dalam Negri). Ini karena kematian Wahyu Hidayat, salah satu praja dari sekolah tersebut pada tahun 2003. Tahun ini pun, tenyata tragedi itu kembali terulang dengan kasus tewasnya Cliff Muntu.
