Surabaya, IT Journalistic — A total of 22 lecturers and staff members from the Faculty of Electrical and Intelligent Informatics Technology (FTEIC) at Institut Teknologi Sepuluh Nopember (ITS) participated in the 7th National Congress of the Indonesian Association of Higher Education in Informatics and Computing (Munas VII APTIKOM), held in Yogyakarta from October 8 – 10, 2026. Hosted by Universitas Atma Jaya Yogyakarta, the event brought together 1,342 participants from 414 institutions and universities. In addition to attending the congress, lecturers from the ITS Department of Information Technology (DTI) also presented their research at the IEEE ICIC 2026 international conference.

The ITS delegation included FTEIC ITS Dean Prof. Dr. Diana Purwitasari; Head of the ITS Department of Information Technology, Dr. Raden Venantius Hari Ginardi; Head of the ITS Department of Informatics Engineering, Prof. Ary Mazharuddin Shiddiqi, Ph.D.; Secretary of the ITS Department of Information Technology, Dr. Henning Titi Ciptaningtyas; and other faculty members.

According to Henning, the participation of the ITS Department of Information Technology (DTI) was part of its membership in APTIKOM. DTI ITS was represented by Dr. Raden Venantius Hari Ginardi and Dr. Henning Titi Ciptaningtyas. In addition to attending organizational activities, including the leadership transition within APTIKOM, their participation provided an opportunity to expand academic networks with Information Technology, Informatics, and related study programs from universities across Indonesia.

The highlight of the 7th APTIKOM National Congress was the election of APTIKOM’s Chairperson and Secretary General for the 2026–2030 term. Prof. Husni Teja Sukmana, Ph.D., from Syarif Hidayatullah State Islamic University Jakarta, was elected as Chairperson, while Prof. Adiwijaya, Ph.D., from Telkom University, was elected as Secretary General for the same term.

The meeting provided an opportunity to discuss challenges in university development.

At APTIKOM’s largest event, Dr. Raden Venantius Hari Ginardi engaged with educational partners to strengthen collaboration and increase contributions to society. He discussed challenges in university development with the Rector of Mataram University of Technology, Ir. Lalu Darmawan Bakti, M.Sc., accompanied by Vice Rector Dwinita Arwidiyarti, M.Kom. Hari also discussed plans for collaboration in educational quality assurance with the leadership of the Faculty of Computer Science at Universitas Brawijaya (FILKOM UB).

The FILKOM UB representatives in attendance included:

  • Randy Cahya Wihandika, S.ST., M.Kom., Head of the Quality Assurance Unit, Department of Informatics Engineering
  • Rekyan Regasari Mardi Putri, S.T., M.T., Ph.D., Head of the Department of Informatics Engineering
  • Ir. Aryo Pinandito, S.T., M.MT., Ph.D., Head of the Master’s Program in Information Systems
  • Dr. Eng. Fitra Abdurrachman Bachtiar, S.T., M.Eng., Head of the Master’s Program in Computer Science
  • Agung Setia Budi, S.T., M.Eng., M.T., Ph.D., Head of the Computer Engineering Study Program

The forum brought DTI ITS together with public and private universities from various regions of Indonesia, opening opportunities to explore research collaborations among institutions in the Mandiri, Utama, and Madya clusters. These connections remain at the exploratory stage and have not yet resulted in formal collaboration agreements.

In addition to expanding academic networks, ITS lecturers participated in mentoring sessions on internal quality assurance, scholarly writing for reputable publications, IABEE accreditation, Outcome-Based Education (OBE) maturity, and university management. The event also featured providers of AI services, courses, and certification programs. Discussions on OBE focused on an educational approach centered on learning outcomes, while the OBE Maturity Index (IKOBE) served as a reference for reflecting on the development of teaching and learning at DTI ITS.

According to Henning, learning evaluation needs to be more systematic and well-documented so that its results are accessible beyond the individual lecturers responsible for each course. Course portfolios can complement Semester Learning Plans (RPS) in reviewing the relevance of course materials, challenges encountered during lectures, and the achievement of Course Learning Outcomes (CPMK) and Graduate Learning Outcomes (CPL). Consistent evaluations conducted throughout and at the end of each semester, using common standards across parallel classes, can inform improvements in subsequent courses. Annual evaluations at the cohort level can also help determine follow-up actions for competencies that have not yet been achieved, without necessarily requiring students to repeat entire courses.

In the long term, the relevance of academic knowledge should be assessed three to five years after graduation through feedback from industry and graduate employers. Continuous evaluation is expected to strengthen the curriculum and narrow the gap between campus learning and the needs of technology, society, and the workforce. These insights remain considerations for future development rather than newly implemented policies or measurable outcomes resulting from participation in the congress.

Contributions to the IEEE ICIC 2026 International Conference

In addition to participating in the 7th APTIKOM National Congress, ITS contributed to the IEEE ICIC 2026 international conference. Two papers were presented by lecturers from the Department of Information Technology alongside students under their supervision at SIMT ITS.

The first paper, Integrating TOPSIS and the Analytic Hierarchy Process in Spatial Analysis for Route Selection of a 500 kV Underground Cable Transmission Line in Surabaya and Sidoarjo, Indonesia, was authored by R.V. Hari Ginardi, Willyam Berlian, and Rocel A.J. Batara.

The second paper, Telco-Based Deterministic Targeting in Programmatic Advertising: A Focused Literature Review, was authored by Henning T. Ciptaningtyas, Mirza Taufik Ahmad, R.V. Hari Ginardi, Deka Julian Arrizki, Gagatsatya Adiatmaja, and Rocel A.J. Batara.

Contributions to the Sustainable Development Goals

The educational insights, academic networking, and research dissemination arising from DTI ITS’s participation are aligned with the following Sustainable Development Goals (SDGs):

  • SDG 4: Quality Education, through the exchange of knowledge on OBE, IKOBE, and quality assurance, as well as evaluation approaches that emphasize student competency achievement and the relevance of learning to workforce needs.
  • SDG 17: Partnerships for the Goals, through engagement with universities from various regions, discussions on potential quality assurance collaborations, and the exploration of research partnerships. These networks provide a foundation for developing future collaborations.

These connections highlight potential contributions to education, partnerships, and research. The evaluation insights remain under consideration for future development, while research collaborations are still at the exploratory stage and may be pursued further.
